| Description: | *Clearance Required* 2013-1557 NetCentrics is looking for an experienced IT Governance Analyst to support our Department of Defense (DOD) contract, working in Arlington, VA. This position is open only to candidates with an active DOD security clearance. The IT Governance Analyst will provide leadership and strategic direction in support of Pentagon Area CIO Council (PACC) goals and objectives. Collaborate with other Business Analysts to enable comprehensive IT planning and governance around IT strategy and policy development, investment planning and value proposition, enterprise architecture alignment, security compliance, spend plan execution, project delivery, and performance management. Collaborate in the determination of the Pentagon common IT investment portfolio, and help ensure that IT costs are equitably allocated based on consumption of common IT services. Essential job function includes: -Collaboratively manage a comprehensive IT governance mechanism to ensure Pentagon area senior leadership engagement in ? and approval of ? IT priorities, policies, programs and spending -Contribute to the Pentagon area strategic planning process, ensuring common IT investments help drive enterprise strategy and enable efficient and effective mission achievement -Provide business process and requirements analysis, including business process mapping and reengineering; requirements development; and policy, regulation, and business driver analysis -Provide strong financial analysis, updates SharePoint data, manipulate complex Excel spreadsheets, participate in budget reviews, and prepare ad hoc reports -Maintain budget data; and process Military Interdepartmental Requests (MIPR) in an automated budget-tracking tool to allow real-time budget tracking and reporting -Uses expertise to set direction, engage key stakeholders, execute plans, develop and track plans of action and milestones (POA and M), develop metrics, and provide executive briefs to senior Pentagon leadership -Manage effective IT governance risk management, partnering with all Pentagon Service/Agencies; proactively identify risks and issues and develop mitigation strategies, and provide recommendations to senior Pentagon leadership to exploit opportunities and implement process improvements -Administratively prepare for, manage, and facilitate all executive-level IT governance activities, including scheduling governance events; creating support materials (agendas, topic briefs, meeting minutes), developing a network of key contacts, maintaining contact lists, etc. Qualifications: -Comprehensive knowledge of ? and experience in ? IT governance disciplines with a focus on IT Governance strategy development, capital planning and investment control (CPIC), Program Objectives Memorandum (POM) planning and execution, portfolio management, enterprise architecture, and security architecture -Strong foundation in project management; relevant industry certifications such as ISACA CGEIT, PMI PMP, ITIL desired, but not required -7+ years of professional consulting experience with a related Bachelor's degree; or 5+ years of professional consulting experience with a related Master's degree -2+ years of Department of Defense (DoD) experience -Knowledgeable in Federal budget formulation and execution -Experienced with planning and investment control, including business case development and cost benefit analysis -Expert in the use of collaboration and artifact creation tools, including SharePoint, Microsoft Word, PowerPoint, Excel, Project, and Visio -Excellent ability and personality to work within a complex, dynamic, high-visibility, multi-contractor environment, in direct contact with both senior government officials and contractor staff -Proactive self-starter with the ability to work independently, with little direction, to meet critical delivery timelines -Ability to quickly understand client and organizational goals and apply knowledge and experience to plan and execute those goals -Expert oral and written communications skills that enable collaboration across disparate organizations and programs -Strong interpersonal and influence skills to cultivate relationships, facilitate negotiations, and build partnerships with key stakeholders at all levels -Strong creative thinking, analytic and problem solving, planning, time-management, presentation, and organization skills required -This position is open only to candidates with an active DOD security clearance NetCentrics Corporation is an Equal Opportunity Employer (M/F/D/V). |
