Planned Parenthood experience strongly preferred. Master?s level preferred. 3-5 years of health care management experience. Ability to develop and manage effective operating systems and to analyze and resolve service delivery issues. Strong organizational skills, computer literacy (spreadsheet and word processing) and attention to detail is essential. Excellent verbal and written skills. Strong interpersonal skills and a commitment to staff development a must.

GENERAL RESPONSIBILITIES:

The Vice President of Health Services is responsible for leadership and operations management of all health centers including planning, budgeting and administration. Works with the CEO and Medical Director to ensure a customer-focused, high-quality, financially sustainable health service in compliance with PPFA standards and guidelines and the requirements of other regulatory agencies. Participates on the leadership team, represents Patient Services in internal and external meetings and committees as required, and shares responsibility for accomplishing PPSNJ?s mission and goals.

ESSENTIAL FUNCTIONS:
The Vice President of Health Services is responsible for leadership and operations management of all health centers including planning, budgeting and administration. ESSENTIAL FUNCTIONS:

1.Promotes an organizational culture that embraces the affiliate?s workplace values of respect, caring, support, effective communication, teamwork, collaboration, accountability and responsibility; works with staff to create and maintain a workplace environment reflective of these values.
2.Assumes overall regulatory responsibility for health centers. Interprets and ensures compliance with PPFA, Title X, Medicaid, and other Health Services programs policies and procedures. Implement changes to comply with licensing requirements, laboratory methods, clinical service exposure control and medical assistance program regulations.
3.Provides supervision of Medical Director in conjunction with the President/CEO, Health Services Program Assistant, Risk Management and Quality Assurance Coordinator and Health Center Managers through direction, feedback, and problem solving, technical support and direction and interpreting agency policy and procedures.
4.Oversees the administration of the Risk and Quality Assurance Program. In consultation with the Medical Director institutes and maintains quality assurance system, including patient care audit system, to meet NJDHSS and PPFA guidelines for all medical and counseling services.
5.Responsible for required reporting of medical service program monitoring and evaluation.
6.Sets Health Services Department productivity and operational standards in compliance with PPFA and the NJDOH.
7.In collaboration with the center managers, evaluates health center(s) operations, schedules, staffing patterns and patient load to ensure delivery of high quality, patient-centered reproductive health services while being responsve to patient needs.
8.Ensures achievement of center goals and objectives including customer service, patient flow, and quality outcomes. Insure compliance with Elements of Performance re: PPFA accreditation.
9.Develops staff skill and potential through individual and group supervision, and facilitates a team environment that fosters excellent customer service and staff satisfaction programs and operations. As such helps to identify and analyze demand for services.
10.Develops and maintains contact within the community and other health care providers in the community. Serves as agency representative to community health groups when necessary.
11.Coordinates managerial oversight of contracted laboratory services for health centers in order to ensure that services are delivered according to established agreements, including licensure applications, proficiency testing and associated report preparation and submission.
12.Insures the purchases and maintenance of adequate supplies, materials, and equipment for the health centers.
13.Works closely with Human Resources department ensure compliance with PPSNJ?s affirmative action program in hiring, dismissing, transferring, and promoting within the affiliate.
